Minor annoying problem

I am having an issue with my printer as of late. I am unable to print after a reboot or turning my machine on unless I first log in as root and stop cups then restart it. Once I do that printing is fine until a reboot or power down, then I have to log in as root and stop and start cups again. I came across this error in the startup log: ptal-mlcd: ERROR at ExMgr.cpp:2525, dev=<mlc:usb:psc_1310_series_@/dev/usblp3>, pid=1508, e=19, t=1097347753 Couldn't find device! I have verified that ptal-init is starting before cups. Any help would be greatly appreciated.
