Passive Scanning Similar to tcpdump's way

Hello there,

I need some information at the user-level, although this is generated by
the IPW driver with RTAP eanabled at the kernel level. What I want to do is
to make every wifi enabled notebook to passively scan for packets from its
one-hop neighbours,  measure the signal strength (either SNR or RSSI) of
each received packet/frame together with the transmitter's id and pass that
information to my routing protocol (AODV), which is implemented at the
user-level. I wish to adopt the same mechansim used by the tcpdump.
However,  I do not want to read  from output generated by tcpdump.. but
instead, I wish to read information of packets as and when tcpdump reads..
and put them in database.

Could somebody please shed some light as to what sources I need to go
through ? Is going through tcpdump source enough OR having a look at the
sources related to Libpcap is important as well ?
