Probably.  I believe that it will have a rather bad effect when
a sequence of successive packets is lost, and a mildly beneficial
effect if it's a single packet that's lost.

Note that this is a sender-only tweak: you'll only notice the change
if you set this on the data sender.  In other words, if you're just
browsing the web, you won't notice anything if you set it on your
laptop.

I don't understand what this does, but I'd expect it to have no
measurable effect.

I trust that you'll get better results from switching to a non-default
congestion control algorithm -- by suitably tweaking tcp_congestion_control.
The default used to be NewReno, it's BIC in recent Linux kernels, and will
become CUBIC in some future release.  I have been led to believe that
CUBIC is a reasonable choice for wireless networks.  Again, this is
a sender-only tweak.

All of this is pretty much an area of open research, so don't expect
any hard answers.
