Nah, vendors don't care - they assume that slapping in FCC compliant stuff
they'll be fine whatever the country their product is being sold.
Actually, while they may be fine, customers usually aren't.
Acer, for one, is doing such silliness.

We've multi-band phone for that since long, which auto-set whitout 
bothering the user.
The net knows its stuff, the phone acks and adapt.

right and wrong: for those systems like Acer's that come with Intel's
products, right: if you use just MS-W, you're out of luck, whereas in Linux
you can patch the driver.
Seems the same as with most Atheros' stuff. 
But usually you've a card-specific utility to assign the regdomain - eg.
for RT2400-based pccards/mPCI/embedded .
I'd say that such cards/systems come with an extra bit of salt in the 
eeprom ...
