Which doesn't make sense. Buy a card for about 20€ to 25€ online and add 
shipping and handling. Then you shall ask the vendor to replace the 
card? From a cost perspective total overkill.

Anyway, think of any average and reasonable AP. You can select the 
country and thus the regulatory region. Why should this be different for 
the AP's client?
