Why should this be different for > the AP's client? You can *restrict* the client to a subset of the channels certified for use, but you can not *expand* the set of channels. Meaning, if you have a client that can tune to channels 1-13 and you go to a region that only supports channels 1-11, you should be able to tell the stack not to use channels 12 and 13 (I don't know if you currently can; adding a parameter to "disable" a set of channels seems like a reasonable request if a mechanism does not already exist to do that.) However, if you have a client certified only for use on channels 1-11, and you travel to a region where channels 12 and 13 are available, you should not change the client to try and use channels 12 and 13.
