Disclaimer: I'm speaking as a user. I don't claim to be an iwlwifi driver developer or otherwise knowledgable source. As far as I know, no formal documentation exists for the ipw firmware. That being said, iwlwifi is commented fairly well (Thanks Intel, it truly is appreciated) both in the git commit logs and source, and the driver is quite stable and thus should be a good model. Whether the firmware is otherwise redistributable I can't say.
