Long intervals between digits

Hi,
I've got my hands on a Dell Inspiron 1300 with a Conexant soft modem. The
modem is recognized all right; however, when dialling, the pauses between
digits are very long [10+ seconds]. This results into connection being
dropped. Is this a bug or misconfiguration? How can this be fixed?
