Netgear FA511 Changes MAC Address

I'm running this on an IBM A20m with Debian Unstable.  Every time I
hotplug the card, the MAC address increments itsself by one.  I seem to
have a similar problem to what Jeremiah Savage had last December
(http://www.scyld.com/pipermail/tulip-bug/2002-December/000885.html).  I
was unable to find the resolution to the issue, though.

My card reports that the EEPROM is missing or erased when I use my
compiled 2.4.20 kernel.  Checking my logs from when I was still using the
2.2.20 kernel that Debian 3.0 the card did load and report its MAC address
correctly.  I downloaded the netdrivers package from scyld.com and loaded
the pci-scan and tulip modules that I built on the machine in question.
The modules loaded fine, but when I tried
jay# dhclient eth0
the entire system locked up and I had to manually power down the computer.

The kernel modules do load and allow me to get a DCHP lease, but the MAC
address is not static.  Any thoughts/advice?
