A similar interface to the standard Scyld hotplug code is provided with
the "cb_shim" module.

What driver version are you looking at?
Most of the PCI drivers I release do have hotplug support, and have had
it for many years.  I suspect that you are either looking at an old
driver or do not understand the interface.
