Errkk.
The problem may be that the "other" tulip driver prevents a correct
module dependency table from being generated.

Here is an example of a correct module dependency
grep tulip /lib/modules/2.4.17-0.18.18_Scyld/modules.dep

/lib/modules/2.4.17-0.18.18_Scyld/net/tulip.o:	/lib/modules/2.4.17-0.18.18_Scyld/net/pci-scan.o
