I have 2 different tulip workalikes, an embedded SiS 900 and a Network 
Everywhere/Linksys ADMTek board.

Stock RH 8.0 installation, kernel 2.4.18-14.

I had the exact same errors, namely:

PCI: No IRQ known for interrupt pin A of device 00:09.0.
eth0: ADMtek Comet rev 17....., IRQ 0.

Or something very similar.

Well, my workaround was simple but a bit drastic.  I set my BIOS's 
"Plug-n-Play O/S" setting to "off".  Thereafter, everything worked fine, 
with IRQ's being assigned properly, and the stock tulip.o being used 
just fine.
