Extremely slow speed with LNE100TX 4.0 on PIII RedHat 9 2.4.20

Hello,
I am experiencing slow network traffic problem on my Pentium III
w/ RedHat 9, 2.4.20 kernel using tulip v0.97. The NIC is LinkSys
PCI LNE100TX 4.0 with advertised speed of 10/100Mbps. I am currently
getting close to 0.1 - 0.7 KBps. The problem however does not occur
when I plug the same card into a WinXP machine. I also tried using
the same cable with another XP machine just to make sure it wasn't
the cable.
I have read many posts on this list that sound like the problem I
am facing but none of the quite address the issue. I have also
read through most of the documentation on scyld.com and have not
been able to figure out the problem.
Tulip module appears to be working normally, i.e. I don't see any
error messages during insmod, ifup or browsing. I am not noticing
any degradation in speed in any of the applications other than mozilla.
Even mozilla behaves ok when using exclusively local files. I was
wondering if there is a way to put the driver into a debug mode so
that I can see more messages that could help diagnose the problem
better. I compiled tulip.c with -Dway_too_many_messages expecting
to see more stuff in the log file. I may be doing something wrong
here. (By the way, tulip.c v0.97 has a minor syntax problem on line
2622 that causes compilation error when using -Dway_too_many_messages.
Changing NETIF_MSG_TXERR to NETIF_MSG_TX_ERR allowed me to compile it)
Any help will be greatly appreciated!
