You mean the BIOS setting of the mainboard ?

There is also a DOS-based utility distributed by 3Com that allows this 
(IIRC it's called 3c90xcfg.exe).
Now for the Linux side, I have written a patch for vortex-diag some time 
ago, which you can still find (along with a short explanation) at:

http://www.iwr.uni-heidelberg.de/groups/biocomp/bogdan/tornado/

It will probably not apply to current version of vortex-diag, but you 
might be able to extract the useful bits from it. I'm sorry, but I didn't 
have (and still don't) any time to bring this patch up-to-date.
