Keep in mind that getting the cards to talk 100baseTx is different from 
actually transferring (close to) 100MBit/s.

Is any of the cards into "forced" media settings ? This usually disables 
autonegotiation.

Well, nothing from what you described points to MS actually using FD (as 
opposed to HD). How do you know that it's using FD ?

Something's fishy here... You _are_ limiting the card's media 
advertisments...
