There's a file  http://apt.sw.be/dries/TIMESTAMP which contains the timestamp 
of the last update. I'm not updating the rpm repository every day so your yam 
server should not be downloading lot's of packages every night. 

There are quite some packages rebuilds with the same version-release. This are 
changes which do not justify an update/download for every user, for example a 
buildrequirement which gets added.
