It's in FC4 Extras:

  http://fedoraproject.org/extras/4/i386/repodata/repoview/apt-0-0.5.15cnc7-6.fc4.html

I think if you also install this package it will set up the repos
for apt, though I did it manually before I found this...

  http://apt.sw.be/dries/fedora/fc4/i386/RPMS.dries/rpmforge-release-0.2-2.2.fc4.rf.i386.rpm
