Requesting a package -- axel -- here or in Fedora Extras?

I'd like to request axel -- http://wilmer.gaast.net/main.php/axel.html 
-- because I could use it and it doesn't appear to be in either Fedora 
Extras or FreshRPMs.  axel is licensed under the GNU GPL v2.

Should I request it here or in Fedora Extras?  Is there an accepted 
procedure for this?
