In /var/lib/dkms/ you should find everything you need to track down the issue. Maybe it's still a problem with 2.6.20 kernels, although I had hoped they fixed the problems, since the previous patch no longer applied. As for "the new control panel", it's now a big fat pre-compiled binary (the old one was free IIRC), and the docs say it's "beta", so I'm not sure a desktop entry is really needed now. You should be able to run it with "amdcccle", though.
