It is a site, were you have a "portage tree" were all the packages are, also 
the different versions.
For every version they are marked as stable/unstable in the portage three, and 
you have the option to mark them 
1. succesfully merged and 2. succesfully running.
this can be done for the different architectures.
You can also make a comment on it. F.ex "this is a killer app, use it".

It's definitely worth using.
