Well the issue I see with doing that is the fact someone who is new to the project or has just begun to take interest in it gains voice how? For instance I just joined this list a matter of minutes ago and one of the first things I did was pop into the channel. Perhaps it would have to be a simple scripting of a delay before gaining voice. It would be an annoyance, but almost all of the n00b types would get frustrated after 2 minutes and most likely leave.
