We have users in #gentoo-releng that hang out in the channel to follow
the discussion.  If they have something to say, they ask one of the ops
for voice, and we do give them voice.  We don't add them for auto-voice
unless they become a contributing member of the project, in which case,
we ask them if they want to become an official developer.  Simply look
at #gentoo-dev as an example of lots of users hanging out without a
voice.  It doesn't seem to be a problem there, or in #gentoo-releng.
The problem in #gentoo-installer is that the amount of noise is growing
quickly, and we fear that after the release of 2005.0, with the alpha
version of the installer, that the signal to noise ratio will be
unbearable and it will force the developers to create an entirely new
channel that is private just to be able to discuss development in real
time.  This would remove the transparency of development and create a
closed environment, which isn't what Gentoo is about.

Like I said, I'm merely pointing out observations that I have noticed.
The final action is totally up to the installer developers.
