Actually, the idea is that a new person wouldn't get voice ever unless they were planning on contributing. #gentoo-installer is not supposed to be a support channel and the idea is to keep it from turning into one, not facilitate it. I'm pretty sure that nobody ever was considering having people "apply" for voice. The developers would have voice. Helpful users would get voice. Basically, your voice is earned by having valuable and useful opinions that further the project, developer or not. Gaining that position is done via patches submitted and general talk with others already in that position.
