Freenode.

As far as I know it is not directly based on some other work, but I
wasn't around when the project was being started. 

GLI is written in Python.  It has a backend and (currently) two
frontends (one in dialog and one in pyGTK).  If you want more detail
than that you'll probably want to ask agaffney.
