Last rites for dev-java/quartz

Java Gen 1 ebuild, needs to be migrated and bumped to latest stable
version. No maintainer. Has several deps that need to be packaged or
addressed like JBoss. Mostly removing due to removing JBoss. But since
no other package uses it, and it's not current. Seems like no one is
using it, and removing it is moot.

Work on bumping it to the latest version, and unbundling packaged deps
is underway in java-experimental overlay. But is no where near ready to
be added to the main tree.

Unless their is a compelling reason to keep in tree, it's going to be
removed in 30 days. It will be moved the java junkyard overlay. In case
someone still needs it.
