The bootloader (grub) needs to be on /dev/hda, I believe. Alternatively, you could put it on a floppy if you don't want to risk corrupting anything on your primary disk. It's okay for the other 3 partitions to be on /dev/hdb, but performance-wise it's best for the swap to be closest to the start of the disk (ie, the smallest X possible in /dev/hdbX). Note: you can only have 4 primary partitions, so /dev/hdb3 is going to have to have secondary partitions to accomodate everything you need for the install. It would be simpler to just have a single 16Gb partition for Windows on the second drive, and then you have room for the 3 Linux partitions you need.
