XF86Config-4?

I not knowledgeable about the following questions so they may seem kind of juvenile to some people.

1. Why isn't there an XF86Config-4 files instead of XF86Config file in Gentoo?

2. Does XF86Config-4 offer some advantages, in the Graphics area, over XF86Config?
