Installation problem with chroot

I've tried many time to install from a stage3 tarball and cannot get past a point in step 9 where chroot /mnt/gentoo /bin/bash causes an "illegal instruction". I think the "chroot" command is supposed to make /mnt/gentoo become /root but I'm not sure. Without that happening, paths are not set up correctly to create a kernel such as "make".

If I install from a stage1 tarball, the chroot command does not cause an "illegal instruction" error at step 9 of the instructions.

Where am I going wrong?
