Often, when things are not working properly, you can try doing a search
at forums.gentoo.org   Two things that seem to frequently solve problems
with cups....

Firstly, specify cups in your USE variables in /etc/make/conf. Although
it's already specified by default, specifically adding it in there has
helped a few people.
The second thing is to re-emerge ghostscript after emerging cups.
Ghostscript is emerged first, as a dependency--however, emerging it
again after cups has installed has helped a few people solve their
problems.
