I'm afraid that there isn't.  The reason is that your packages could
well comprise different files than mine.  For example, suppose you
compiled your favorite editor w/ "X" in USE, while I was building a
server so I decided I didn't need "X".  The result is that when you
install your editor you will install several files that I don't, even
though we've both (nominally) installed the same program.  Assuming a
rough average of three USE flags per package that can each be set or
unset and now we would have to store an average of _eight_ different
CONTENTS files for each package, indexed by USE flags, that we would
have to search through.  It's not an impossible task, but nobody has
come forward to tackle it just yet.

Either bind or bind-tools will get "dig" for you.  You'll want the
latter if you don't plan to run a BIND nameserver on your machine.
