harddrive assignment are reversed

I am having some trouble with two ide harddrive being reversed from hda and
hdb, During startup the IBM is assigned /dev/hda and the Fujitsu is assigned
/dev/hdb. That's fine. That's the way I want it. However, when I try to use
fdisk or cfdisk they both refer to the Fujitsu as /dev/hda, which it
reversed from the way it appears during the boot. I believe this may be in
part responsible for the fact that I can't extract the stage1 tar. Any
suggestions are welcome.
