write permissions for /dev/hda1 /mnt/gentoo/boot

Still having problems untarring the entire stage1 tarball. I can see it untarring what seems to be several hundred files perhaps. I always get the same exit error at the same place. I believe it may be due to the fact that /dev/hda1 being the root partition being a read only file system. I say this because /dev/hda1 /mnt/gentoo/boot is listed from the "df" command as FILESYSTEM /dev/hda1 1K-blocks 2084324 USED 208324 AVAILABLE 0 USE% 100% /mnt/gentoo/boot. I have tried using chmod to change the permissions on this directory to no avail. I am only told that it is changing the permissions and then receive the statement that it is a read only filesystem.
