Yes, although I must say your definition of desktop workstation is 
pretty sophisticated! The "gentoo-sources" build (which is Gentoo's 
customised kernel based on 2.4.19 sources) supports all of these things 
as of release 10. It's masked, so you either need to unmask it by 
removing the appropriate line from "/usr/portage/profiles/package.mask" 
or do this (not sure if step 6 is necessary but it won't hurt):

    1) Add "xfs" to your USE flags, and "acpi" if you want new ACPI layer
    2) "crypt" USE flag will give you IPSec and FreeS/WAN. But this flag
       should already be in /etc/make.profile/make.defaults anyway.
       Check.
    3) cd /usr/portage/sys-kernel/gentoo-sources
    4) ebuild gentoo-sources-r10.ebuild fetch
    5) ebuild gentoo-sources-r10.ebuild unpack
    6) ebuild gentoo-sources-r10.ebuild install
    7) ebuild gentoo-sources-r10.ebuild qmerge

If you've already got a system up and running, then I would recommend 
removing your existing kernel tree first with the "rm -rf" command. And 
have a look under your "/lib/modules" directory. Rename the directory 
contained therein to something different. Now just

    cd /usr/src/linux
    make mrproper
    make menuconfig

And take it from there. If you want more info on r10 then examine the 
ChangeLog. BEWARE! The kernel maintainer has this to say about r10:
