localtime

I have /etc/localtime symlinked to /usr/share/zoneinfo/EST, but the
times on my computer are still off.  They are off in all applications
(evolution, gaim) and on the panel clock, however, I can fix this is I
enable the "Use TUC" option for the panel clock.  I am running into
problems compiling things off of cvs because the timestamps are
different.  How would I go about fixing this, I symlinked /etc/localtime
like it said to do in the install notes.  Is there a step that I
missed??
