emerge system fails by default

Hi,
so, installing 1.4-rc1, maybe the following is already known, but I
thought I'd mention it.
When doing "emerge system" (stage2 I believe), groff borks out with a
permission denied error on /root/tmp/{some name} during src_unpack.
I found that although TMPDIR was set , PORTAGE_TMPDIR wasn't, and
setting to /root/tmp did teh trick.
