Postponed messages, resent messages, and draft messages (via -H on the command line) will use the content-type of the source message. I'm using gmane.io NNTP server to view Gentoo mailing lists but it's just a mirror, so I have to reply by mail. The draft net-nntp/tin creates does not use "format=flowed" and mutt doesn't change it.
