The messages where you observed different behaviour had the same
text/plain part as others, and a visible difference is that they had a
text/html part. It's possible it's just a coincidence, but you're sure
it's not even set to convert from the text/html part?

The paragraph in your message has spaces at the end of each non-final line, but
it's not being sent as format=flowed:
