I'm not familiar with missing keywords, I've done the following:

# cat /etc/portage/package.unmask/keepassxc
=app-admin/keepassxc-2.8.0_pre260316-r1

# cat /etc/portage/package.accept_keywords/keepassxc
app-admin/keepassxc ~amd64 amd64

# emerge -1p =app-admin/keepassxc-2.8.0_pre260316-r1
