Yes, I have disabled gstreamer on my system hence USE="-gstreamer" 
showing above.  On my system opencv is being pulled in by the plasma 
related packages.  If you check the gstreamer ebuild you'll see there is 
no opencv mentioned in its dependencies.  Therefore I would think you 
should be able to build gstreamer without opencv.

NOTE: I do not know what the precompiled Gentoo binhost packages are 
compiled with and what may be depending on opencv on your system.
