Sorry, i'm not sure i follow; could you elaborate?

i mean, there's no _technical_ reason why b.g.o couldn't _in 
principle_ be used for this, but why is it worse to have 
discussions about the contents of a page on the Talk page 
associated with that page, which is immediately available to wiki 
users, rather than people having to go and log in to b.g.o to 
discuss it?

In terms of, say, the Handbook, i myself don't have editing rights 
for it, but i can nevertheless make comments and suggestions on 
the Talk pages for it (i.e. the 'Handbook Talk' namespace), 
e.g. https://wiki.gentoo.org/wiki/Handbook_Talk:Parts/Networking/Wireless#tkip 
.

In terms of instances where the 'official' documentation lives 
outside the wiki, and the related wiki page 'merely' expands on 
that - e.g. emerge(1), portage(5). make.conf(5) - then yes, b.g.o 
is the place to discuss that.
