Thank you Andreas!  Yes, I am using '--newuse' and yes, I noticed USE="-
vanilla" is now present:

# emerge -uaNDv @world

USE="-build -experimental -symlink -vanilla%" 0 KiB

I understand once it is re-emerged I don't need to rebuild this kernel 
since the upstream and gentoo patches have not changed.
