The FR130 uses an Athlon XP-M processor, which doesn't seem
to support SpeedStep.  AMD has their own "PowerNow" thing,
and ACPI provides a "throttling" interface to slow down the
processor.  Oddly enough, even when throttled completely
(down to about 100 MHz) the battery still only lasts just
over an hour.  The "performance" ACPI interface isn't
supported with the ACPI version I'm using, but

claims "throttling" should save battery life.
