If you don't use an external CRT display, you probably don't care about
refresh rates. LCD displays in digital mode (what your laptop must use)
have a fixed refresh rate and don't care about what X asks for. At least
that's how I understood it, someone corrects me if I'm wrong.

It can be the access time trick (use option noatime for your ext2/3
partitions). It can be the swap partition (turn it off, but I hope you
know what you do). It can be the ext3 journal (but I don't know much
about it).

I think I remember it does. The screen accounts for about 40% in the
total power consumption (as measured on my laptop) so I'd expect the
brightness to have a significant impact on battery duration.
