T520, T510 no USB on dock

I got a dock from ebay for my T510 and T520 and the USB ports are sort 
of nuts.

The led on a usb stick will light while booting up and then go out a the 
OS loads.

It will stay on through F1 setup.

The seller was no help at all.

I will welcome any ideas on this.
