That would indicate that there's no symlink /dev/modem->/dev/<device>

Is that ttySx, or ttyS<number>? Check dmesg, or messages again for your 
boot messages, or use a tool like kinfocenter to find where your modem 
actually is. If it works in WinDoze, and you're just dual-booting.... 
Oh, what port is the modem on under Windows?
