I'm running kubuntu 5.10 and all works as expected with the battery. 
Did you modprobe the toshiba.  KDE include kbattery, which shows and
does all.  An alternate is akpi, which you can download and build
yourself.

kbattery also includes scripts to suspend (hibernate) to disk as well
as dimming the screen.

I'm running a 3 year old Satellite 1805.
