All recent kernels have toshiba support. They only have to enable it. 
And if they have not enabled it, it is a bug. So tell them here [1]. By 
the way, if you report a bug there, you can add me in the CC list 
(subscribe "manu" to your bug report) since I am registered there.

Have you tried ?

# sudo modprobe toshiba_acpi
