Does your Tosihba notebook, by any chance, have a Phoenix BIOS? If so .. 
then the omnibook kernel module is most probably what you are looking 
for ...

you can download it from here:
http://sourceforge.net/project/showfiles.php?group_id=48623

unpack the sources, compile it, install it and, finally, load it ... if 
it loads o.k., then do a "cat /proc/omnibook/dmi" to see if your model 
is supported. If the omnibook kernel module loaded ok, but your Toshiba 
notebook is not supported, then feel free to file that bug report ;)

You can find more info about the omnibook kernel module and why some 
toshibas need that module instead of toshiba_acpi in the mail archives 
of this mailing list.
