Never heard of such database.
I know for sure that Satellite M40X and M70 do have a Phoenix BIOS and
are Compal manufactured.
My M70 display a little "Phoenix BIOS" in the bottom right end corner
of its boot splash screen, so you can try to reboot one in a showroom...

I think it might be a little more complicated:
I don't think that every laptop with a Toshiba BIOS
are (well) supported by the ACPI module and that every one with a
Phoenix are (well) supported by the Omnibook module.

I hope the omnibook module will soon have a real homepage where
it would be nice to put a more or less precise laptop - supported feature
matrix.
