I've found, with my A70 (Phoenix BIOS) that if the 'Legacy USB support' is turned off in the BIOS, the system hangs on reboot just as Mr. Schrimpf describes; it even hangs on a Ctrl-Alt-Del from the Grub boot selection screen. If the option is on, reboot works fine. Try that and see if it works.
